Windows 11: Reset Settings: When app restarts, it shows as not responding #1316

Describe the bug
As a user I find when I select to reset settings, when the app is restarted it shows as not responding. I closed the app and opened it again 3 times before it finally started initializing. Since all logs cleared, there was only 1 warning visible in the Universe log that I've attached

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'tari universe'
  2. Click on 'Settings' icon
  3. Scroll down to 'General' Settings option
  4. Scroll down to Reset Settings
  5. Click on Reset Settings
  6. Ensure Reset wallet toggle is disabled on modal
  7. Click on Yes within the reset modal
  8. Observe

Expected behavior
App should restart and initialize successfully on the 1st attempt

On Windows 11, app version 0.8.36, when I go to reset settings (with reset wallet disabled) I still see the Not Responding message on the first attempt

This issue also occurred when I did a clean install on Windows 11 and opened the app for the first time: Windows 11, app version 0.8.36

Tested on Windows 11, app version 0.8.37 and I find that when I am importing a wallet I receive the Not Responding error as well
