The cache was disabled because of an issue with the truffle-hdwallet-provider 1.0.7 (refs).
See why it was saving almost no time on the CI process.

So there are two things in this issue:

  1. Make the CI error go away with it enabled
  2. See why it wasn't much faster.

Are we using npm ci yet? Is that compatible with the rest of our env?
