Hi there,
trying to build the version 13 with your code I got
FATAL: kernel too old The command '/bin/sh -c mkdir -p /tmp/tce/optional && chown -R root:staff /tmp/tce /usr/local/tce.installed && chmod -R g+w /tmp/tce && $(cd etc/sysconfig; ln -s ../../tmp/tce tcedir) && echo -n tc > etc/sysconfig/tcuser && . /etc/init.d/tc-functions && ldconfig && setupHome' returned a non-zero code: 127

could you help me in solving this error?

I haven't built a glibc for 13.0 (yet?), because I found that the glibc was compatible with 5.4.0 (but not with 4.19.x)

Ubuntu 20.04

$ docker run -it tinycore:13.0-x86_64
/ $ 

It would be very similar to the previous builds, just with a slightly different version (glibc 2.34, instead of glibc 2.28)
