Seeing that you tried plugins.allowlist (where did you see that?) -> The v1 allowlist was replaced by a capabilty based permissions system https://v2.tauri.app/security/
Typically you should already have a json file in src-tauri/capabilities if you used one of the templates. In there should be a permissions array in which you can simply add "dialog:default" and/or "dialog:allow-open"
