Contact info on page "interested to host a conference"

Issue description

Before the link to interested to host a conference was the mail of the Time and Place committee (tardis@tdwg.org). It is fine that it links now to the functional group description, but the mail to contact us if interested has disappeared. It would be good to add it to the functional committee page again.
