Mini expand collapse: improvements, path to v1

This issue covers the Community mini expand component. See #391 . The following needs to be handled before it can be considered a 'v1' component.

Recommendation

Design considerations:

• TDS core caret icon to be re-designed to consider for text resize and inverse while on high contrast

Code considerations:

• ♿ add alternative text to the arrows:
  Ex. Implementation wise it can be with svg child title tag. Use "opened" and "closed" as the text alternative
