Get Azure approval to install pgvecto.rs as an extension in PostgreSQL Flexible Server instances running in Azure

Microsoft Azure PostgreSQL Flexible server does not allow pgvecto.rs to be installed as an extension because it not on a trusted list of extensions. By comparison pgvector is on the approved list.
