https://github.com/tenstorrent/tt-mlir/actions/runs/9686483460/job/26728977835?pr=33 Right now this build runner takes ~40 minutes to run, compared to taking 15 seconds to run locally. I am assuming this is due to using the free-azure runners that GitHub provides.

Can we look into getting this setup on a self-hosted Runner to increase the speed in which we can get it to run?
