Rebase cfe_39integration branch from v3migration branch to object-refactoring branch

Description
The newer object-refactoring branch is 50 commits ahead of the older v3migration branch. Because the cfe_39integration branch is using the older v3migration as base, it should be rebased to object-refactoring branch to get the updates implemented in the newer branch.

Planner, scheduler, tests and dependencies have been rebased, continuing on to testing the rebase and clearing out the new bugs introduced by the rebase.

Rebase for planner, scheduler and tests finished and round of tests and fixes for bugs done. The new rebased branch is cfe_39integration-rebase.
