feat: Allow replicas to have a different version than primary #491

Description

Allow replica to have engine version set for minor version upgrades.

Motivation and Context

hashicorp/terraform-provider-aws#30703

Breaking Changes

No.

we'll need to update the min supported AWS provider version to 4.63.0 throughout the repository
