local.skip_download invalid count argument

Hi,

Just wondering if any of you have any experience with this kind of issue;

I'm not doing anything out of the ordinary, the only thing I do is creating an agent policy as described here;

Was quite suprised to be met which such an error, as I'm barely even doing anything. Not sure how to properly fix this as well. Because the plan is failing, and thus also can't apply the code. I'm not able to use the target parameter, because of ci/dc reasons.

Any suggestions on a fix or what I'm doing wrong here are really appreciated.
