Instead of making a separate variable, I think we would just use the same service account as the first node pool.

this feature exists in modules beta https://github.com/terraform-google-modules/terraform-google-kubernetes-engine/blob/master/autogen/main/cluster.tf.tmpl#L82

I need in modulos no beta
