TL;DR

The ACM module currently has a hardcoded value of 1.11.0 for Config Management's version. I believe this value should be parameterized to give the module more flexibility. For example, the ACM module is currently not compatible with Autopilot clusters because Autopilot clusters only support Anthos Config Management version 1.12.0 and later.
