Add variable for managing the creation of the default database and user #163

Hello,
I'd like to add the option to enable or disable the creation of the default database and user.

At the moment if I delete the default DB from the google console, terraform recreate it at the next run.

Hey, this is awesome and comes right on time for me. Pitty it's not documented on https://registry.terraform.io/modules/GoogleCloudPlatform/sql-db/google/latest/submodules/mysql.

How does that doc get updated?

Aww, OK, that was for Postgres only. Let me copy it over for MySQL as well.

EDIT: So you've copied it for MySQL as well, just 2 days ago 👍. How about a 4.4.1 release?

Just tried to disable default user creation for MySQL. Disappointed I couldn't. A 4.4.1 release would be appreciated.
