Record detailed data then process it to show what the actual system performance is (rather than the broad reported figures) and how TOCs would do under different rules for lateness (see e.g. http://www.theguardian.com/money/2016/may/13/rail-companies-trains-on-time-delays-cancellations-punctuality)
