Reproduction steps

• Set monitor scale more than 100%
• Enable tray icons

Expected Behavior

The tray icon should adapt to the new dpi. For example, if the scale is 150%, the icon size should be 24 (16*1.5)

Actual Behavior

The tray icon is blurry due to low resolution.
Quality comparison at 150% scaling:

First the icon was reduced in size from 144x144 to 16x16 in the tray.ts and then stretched to the required 24x24
