Unbanning should show you what is going to happen with each of the matching rules (removed or disapproved) and then ask to confirm or cancel.
Context is that someone unbanned a user with the intention of removing a specific rule, and ended up removing a glob that was really important. They didn't realise until later on that the glob had been removed.
