Re-document katello-pull-transport-migrate #2882

After the katello-agent removal, documentation for running the katello-pull-transport-migrate script was removed. That script has never required katello-agent and is still useful for the case where you have an already-registered host and wish to set up your host for REX pull mode. So I think we should bring back the documentation, in some form.
