Via the breadcrumbs its possible to get to a completed assessment page (view its report, then click the breadcrumb).
If a user does navigate to a completed assessment page, then they shouldn't be able to edit their activities - it should be final at that point. So the links should no longer be active and "complete assessment" should be a link to the final report instead.
But they could still tweak the title/description, seems fine to let them do that.
