issue-triage plugin should comment response when call github api failed

• I have searched the issues of this repository and believe that this is not a duplicate.

Describe the feature you'd like:

When some pull request ref a issue of a private repo, the check command will failed without responses.
It should output a response by comment to tell user what's happened.

Do you have any ideas on how to implement it?(Optional)
