[GUI] Remove effects irrelevant to chips that don't support them from the effect list

Welcome to part 2 of #1331. I would love to do it myself, yet it seems.. harder that I thought, looking at the commit.

OKI MSM6258V and MSM 6295

The chips dont have pitch control, so:

• 00xx ~06xx
• 9xxx
• E0xx ~ E5xx
• F1xx and F2xx can be removed from the effect list.

Non-sample chips (all of them and some)

• 9xxx can be removed

Chips with 1-bit volume control (PC beeper, ZX spectrum, NES triangle?)

• 07xx
• 0Axy
• F3xx and F4xx
• F8xx ~FAxx can be removed

This is an interesting question, as its not a bug for sure. As if its an actual issue:

• it is misleading, saying these systems have these effects as valid. It this effect list was just a help outlining all effects, then sure, but its not the case, its per-system. Even more so after Effest list describes panning effects for all chips, including mono chips #1331
• it behaves like intended, although the intended behaviour is somewhat wrong.
• I can move it to discussions, as long it won't die, forgotten for years.

I'd say it's a usability issue, though not a critical one.

I'm pretty sure I could make this work, by removing the mentioned effects from the list of "everything has this" effects in engine.cpp and manually adding them to every applicable system in sysDef.cpp. I'm plenty willing to do it, but first I want to check with @tildearrow that this is the right path to take. Also, to ask which effects we actually want to do this to.
