Migrate server without rebuilding the network #290

Let's say I configured a network among several nodes. Then for some reason I want to change the server without re-creating the whole network.

I guess the setting up the new server is the easy part (just move sqlite db & spin up the server?). The hard one is to notify all of the peers and make a transition.
