Cancel companion upload doesn't work after pause/resume

Steps to reproduce

npm run dev:with-companion

I used s3-multipart protocol.

I used google drive.

1. start upload of a large file
2. pause upload
3. resume upload
4. then cancel using the cancel button next to the file itself (not the global cancel next to the progress bar)

Expected behavior

The upload should stop in companion

Actual behavior

Uppy clears all UI state however does not send the cancel event over the websocket to companion first, so companion continues uploading.

Somewhat related to #3155, but this is a different bug
