Operator changes

Weekly scheduling was added.
cron schedule type was fixed.

General changes

repository has been renamed to project. This change includes REST API, database tables, and comman line options.
Workflow structure has been changed to one workflow per file.
digdag.yml is now a digdag project definition file.
Workflow names no longer start with +.
--last-revision was renamed to --latest-revision.
