Release 0.8.12

General changes

Plugins are now loaded from the classpath.
Added a plugin to pick up td.apikey and other TD rest api configuration secrets are now picked up from td.conf.
Fixed issue with path handling on Windows.

UI changes

The UI now links to the Treasure Data Console job page for td operators.

Workflow Changes

_parallel can now be specified at the top level of a workflow.
