Automate the Java API client release

Follow up on #7964

Definition of done

After the Java client release job is done, it will automatically be published (eventually), without the manual step in Sonatype.
The job doesn't need to wait until the version is published, as it can take up to 24h, but it needs to trigger this operation in Sonatype automatically.

Blockers

According to this comment on the design proposal PR, we need to upgrade to a new maven central in order to use their API.
