Add docs to the homepage and version notes #1873

Task Description

On the homepage add a new section for documents and version updates, when a pipleline is running put this new section below it

vertically divide two new sections left for docs right for the latest version changelog

Version section

put the latest version number as the header like 'Version X.X.X updates'
put the changelog from the github release below

Docs section

put the header 'Getting Started Using Coinstac'
link to each of these sections using their tiles
