Really, such a basic feature and it's missing somehow! trans_available(), trans_list(), choose the name; and use (internal) .TRANS_DICT object to find all locales.

.TRANS_DICT will be NULL if not loaded, so it'd be nice to raise an error (or a warning?) similar to the one raised by trans().
