Describe the bug
A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

  1. $ bin/run-local.sh from the /scheduler directory
  2. Cook startup will fail
  3. Check the logs to find:
2018-06-21 18:00:32,855 ERROR cook.components [main] - Failed to start Cook
clojure.lang.ExceptionInfo: There is no pool in the database matching the configured default pool {:pools (), :default-pool-name "gamma"}

Expected behavior
Cook should start successfully.
