Describe the package

I'd like to request the package igt-gpu-tools because it provides a bunch of useful tools to debug Intel GPU issues, most notably intel_gpu_top, which displays usage info for Intel GPU's. I've used this many times in the past to debug whether browser hardware acceleration is working or not.
