Modify CHGRES_CUBE to convert atmospheric data in grib2 format.

This work was started under Vlab issues 66268 and 65495.

This commit references #6.

chgres_cube - process gfs grib2 data on its native isobaric
coordinate instead of converting it to a hybrid coordinate.
Remove routines used for this conversion.

This commit references #6.

Remove logic to process input grib2 data on hybrid levels
(isnative=true).  The next public release will only support
gfs grib 2 data which is on isobaric levels.

General clean up.
