Methods for better utilizing cores and nodes on RDHPCS

The SRW App currently runs several single core, single node jobs. This is very inefficient. Even though we are only exercising a single core, we are still getting charged for all cores on a node, leading to larger core-hour usage than depicted in the WE2E test summary. We are soliciting ideas for methods that will better utilize cores and nodes on RDHPCS.

As discussed in the code management meeting today, February 8, 2024, the NOAA RDHPCS platforms can share nodes. Unfortunately, this capability isn't available on CISL's Derecho. An ideas are welcome on how to address this on Derecho.
