Do not bundle pre-release resources with tC install #7612

The resources bundled with tC should not contain Pre-release resources except uW English resource.

@elsylambert Fix is in develop build translationCore 3.6.7 (4b44c06)

Verified in translationCore 3.6.7 (4b44c06). Pre-released resources are no longer bundled with tC install and do not load on startup except uW en pre-release resource. User is able to delete pre-release resource and download it again. Works as expected.
