Any background context you want to provide?

pre-commit has been running on all checks already and having it as a separate test_env is redundant

What does this PR accomplish?

Removes precommit test env

How should this be manually tested?

CI is sufficient

* Use Ubuntu 20 and fix CHP model (#611)

* fix CHP model for MBLv10

* re-enable CHP test for a short simulation duration

* remove unnecessary dhCon & dhDis from templates

* use Ubuntu 20 in Dockerfile
