Add pre-deploy lagoon.yml to configmap

If a build fails before the .lagoon.yml is created at the end of a build, it can be tricky to get a copy of the .lagoon.yml if required for troubleshooting.
This adds support for creating the configmap with a pre-deploy and post-deploy key to aid in troubleshooting
