when we use add a note for customer reply so not going to attachment in mail side of agent and collaborator side #441

Description
when we use to add a note for customer reply so not going to attachment in mail reply of agent and collaborator side

How to reproduce
Step 1: Go to your admin side -> workflow
Step 2: Create a workflow for customer reply after added a note
Follow these steps:
Event: Ticket -> Customer Reply
Actions: Add Note -> Successfully added a note
Step 3: Now go to the customer side and added a reply from the customer side with an attachment
Step 4: Now go to your agent mail and also collaborator mail side so here are not showing attachments
