Description
When create workflow for agent delete and also transfer the tickets of 2nd agent

How to reproduce
Step 1: Go to your admin panel and click on workflow option
Step 2: Now here create workflow for agent delete follow these steps:
choose:
Event:Agent -> agent delete
Actions: mail to agent -> delete agent Email template
Transfer to ticket -> your 2nd agent choose

Possible Solution

Additional context
When create workflow from admin side:
