When creating articles and adding tags should be show warning here: Must be less than 20 characters

How to reproduce
Step 1: Go to the admin panel and create an article and add a tag with more than 20 characters.
Step 2: This tag is created and added easily.
Step 3: Now go to the ticket and select this tag so here showing a warning: Must be less than 20 characters and also this tag does not select

Possible Solution
If we create a tag so in starting should be shown a warning: Must be less than 20 characters because after in ticket add this tag so not selected and showing a warning
