Need some help debugging Exolve local files on iPhones

I do not have an iPhone, but have heard from a few folks that an emailed/messaged Exolve .html file attachment cannot be opened on iphones. It cannot be opened directly, and it cannot be opened even after first saving locally, I believe. I'm guessing this must be a security measure.

Does anyone have any tips on how to work around this? Is bundling the file as an app the only way to do it? Or, worse, creating an app that opens the file but has to be installed first?
