404 with multiple entry points

In my configuration each static page is a different app, however the routes do not seem to be generating. I'm seeing a 404 when trying to access http://localhost:5173/admin. Is this not the way it was meant to behave? If so, how can I get vite to output some helpful debug information? Perhaps similar issue to #8963?
