It should be possible to filter out tags from inactive note files in the reference panel. This means the tags still work as references, as opposed to the current option, which is to move the note to an Archive folder or Trash.

The ideal here is to have a toggle action in a menu next to the tabs using the corner widget feature of the QTabWidget.
