Add support for V to Dependabot / Renovate

Dependabot and Renovate are two GitHub bots automatically suggesting dependency updates as PRs to the GitHub repositories they work on. As far as I know, there is no official support for the registry of V, yet ─ despite the GitHub release triggered regex updates Renovate allows for.

I would like to discuss whether adding support for V to Dependabot and / or Renovate would be useful and which one should be updated first, if any.

Here are some general information on both bots, maybe they might be useful for the discussion:

• Dependabot is written in Ruby, Renovate in TypeScript.
• Both are available for free, just that Renovate needs an installation unlike Dependabot which is shipped with GitHub.
• A first step might be to contact the maintainers using the official channels; for convenience, the Renovate team has prepared a form for requests on new registries: https://github.com/renovatebot/renovate/blob/main/docs/development/new-package-manager-template.md.
