Dependabot fails to update the base image of this Dockerfile as it is trying to pull an image from harbor that it cannot reach

We do have this as well: https://github.com/vmware-tanzu/load-balancer-operator-for-kubernetes/blob/release-1.10.0/Dockerfile-for-github-ci which we can choose to keep up to date instead?
