Bug description

It's not easy to discover how to change the CEIP participation value. The current tanzu ceip-participation is hidden from docs and completion.

Expected behavior

tanzu ceip-participation should appear like any other tanzu command.

Sorry for the confusion @scothis .

tanzu ceip-participation is actually not the official way to control ceip participation but is temporarily left from a prior iteration.

The official way is through tanzu telemetry.
But since that requires the telemetry plugin to be installed, for automation that needs to set the ceip status at the very start, the env variable TANZU_CLI_CEIP_OPT_IN_PROMPT_ANSWER can be set to No or Yes.
