The tracker and thereby the publishing worker knows which language is used in recoding. Publish this information also via YouTube's API. See https://developers.google.com/youtube/v3/docs/videos/update – defaultLanguage is probably the field we are looking for.

It looks like there is also a localisation option for title and description, cf. https://developers.google.com/youtube/v3/docs/videos#localizations .
