Show questions if election is encrypted

If an election is encrypted an alert is shown instead of show the questions and the alert. Find a way to fix this:

• Creating a show questions without results component/questions component attribute (can be useful on other use cases)
• Or showing questions also when is an encrypted election, among with the "encrypted election" warning label (so, not showing results, only the questions and the label on top, for example)
