`pcount_enable` function can be used to selectively enable\nperformance counters only for a specific code segment. For example:\n```c\npcount_enable(0);\npcount_reset();\npcount_enable(1);\n/* code to be measured */\npcount_enable(0);\n```\n\nThe `pcount_enable` function consists of a single CSR instruction, so\nthe overhead and thus the impact on the measurement is potentially low.\nWhen the function is called, however, many instructions have to be\nexecuted in addition to the single CSR instruction, which influences\nmeasurements.\n\nThis commit moves the `pcount_enable` function to the\n`simple_system_common.h` header file and declares it as `inline` (and\n`static`, to prevent link-time collisions when the header file is\nincluded in multiple compilation units).
