TPAC F2F: CSRF issues

There are some outstanding CSRF related issues associated with service workers. It would be useful to have a TPAC session to discuss these and try to come to some consensus on what to do.

We could also do a separate video call outside the TPAC breakout week. I wouldn't mind that as it would let us address some of these items sooner. I didn't realize the breakout week was so late in October.
