As far as I know Norway is part of the EEA, however I don't see dpv-legal:NO in:

Is this an error or am I mistaken and is Norway indeed not in the EEA?

Hi. You're correct - Norway should be in EEA, and I'm not exactly sure why its not in the list. We can add it, but as per #46 (comment) we're moving to prefer using the EU's authoritiative vocabularies for memberships and countries first, and to then only provide what is missing in them. AFAIK nobody has volunteered to do this yet - so until that time, I can add a note to this effect to the dpv-legal page.

Sounds like a good plan. This is not really a serious problem for me just thought I should report it as I noticed it but using the EU vocabs is best.
