Subject: [PATCH] Adjust follow up steps after successful AC Appeal

Conditioned upon addressing the reasons for rejection, make the
originators of a proposal rejected via a successful AC Appeal be the
judge of whether to submit it again, instead of apparently allowing the
Team to decide disallowing resubmission.
